“We will once again be recognized as a serious, reliable and secure country for investment. When confidence and stability return, investment, employment, growth and opportunities follow. This will be another pillar of the ‘Miracle Nation’.”
Abelardo de la Espriella – President of Colombia – August 7, 2026
President Abelardo de la Espriella’s inaugural address delivered an important message to those doing business in Colombia or considering investing in the country. Several of the measures announced are aimed at restoring business confidence, strengthening legal certainty, and making Colombia a more attractive destination for both domestic and foreign capital.
Among the most significant signals is the Government’s commitment to institutional stability. The President stated his intention to respect judicial independence, ruled out promoting a National Constituent Assembly, and reaffirmed the autonomy of Colombia’s Central Bank (Banco de la República). For investors, institutional stability and predictable rules are essential factors when assessing long-term projects.
On taxation, the Government announced a structural reform aimed at simplifying the tax system and improving conditions for investment, production and employment. One of the most noteworthy proposals is the elimination of the wealth tax. If implemented, this measure could be particularly significant for investors, business owners and family wealth structures considering establishing or expanding their presence in Colombia.
Important changes were also announced in strategic sectors. In energy, the Government intends to promote oil and gas exploration and production and attract new investment. In foreign trade, it proposes strengthening existing free trade agreements, pursuing new agreements, and using Colombia’s diplomatic network to open new markets and attract foreign capital. These initiatives are accompanied by plans to reactivate infrastructure projects and encourage investment across the country’s regions.
The overall message is favorable to business activity: the Government wants investing in Colombia to once again be perceived as a safe and profitable decision. However, for investors, there is a fundamental difference between the announcements made in an inaugural address and the legal and economic conditions that will ultimately govern their investments.
Several of these proposals will require legislative reforms, decrees, regulations and administrative decisions. Their actual impact will therefore depend on how they are implemented and whether they ultimately result in greater stability, competitiveness and legal certainty. The key question from this point forward is not only what the new Government has promised, but which of those promises will actually become new rules and opportunities for investing and doing business in Colombia.
Colombia has sent a signal of greater openness toward investment. The decisive stage now begins: moving from promises to rules and determining whether the announced measures translate into better conditions for those who choose to invest and do business in the country.
At DEC Consultores, we will closely follow the development and implementation of these announcements, with particular attention to their impact on taxation, foreign exchange regulations, customs, foreign trade and international investment.
